The European Investment Fund (EIF) is seeking to recruit for its General Secretariat (GS) – Marketing Division – Internal Communication Unit at its headquarters in Luxembourg, a (Senior) Internal Communication Officer. This is a full-time position (with limited travel requirements) at grade 4/5 for which the EIF offers a permanent contract.

Purpose

Part of the EIB Group, the mission of the European Investment Fund (EIF) is to improve access to finance for SMEs and small mid-caps in Europe. We do this by supporting emerging and established fund managers with equity investments and by designing debt financing instruments that share the risk taken by financial institutions when they lend to or invest in small businesses. We bring this support closer to entrepreneurs through our extensive network of partners and financial intermediaries in all EU Member States and associated countries.

The Internal Communication Unit, part of the Marketing Division within the General Secretariat, is responsible for fostering an informed, connected, and engaged workforce aligned with the EIF’s mission, values, and strategic objectives. The Unit leads the development and implementation of the EIF’s internal communication strategy across both offline and online.

The Internal Communication Officer is an integral part of the Internal Communication Unit and supports the development and delivery of engaging, informative and impactful internal communication initiatives that strengthen staff engagement, promote organisational priorities and foster a connected workplace culture.

Operating network

The successful candidate will work autonomously under the supervision of the Head of Unit, and in close co-operation with colleagues across the Marketing Division, as well as with other EIF and EIB stakeholders from various teams, and external providers.

Responsibilities

In your role, you will:

  • Initiate, coordinate and organise staff events and activities, designing and delivering engaging experiences that foster a sense of community, belonging and participation among employees. These may range from large all-staff gatherings and town halls to information sessions, staff engagement initiatives and creative community-building activities.

  • Manage, develop and maintain EIF’s internal communication channels, both online and offline, with a particular focus on the EIF intranet. Ensure that content is engaging, relevant, accurate and up to date, in close coordination with relevant internal and external stakeholders.

  • Contribute to the continuous development and improvement of internal communication channels, mainly the intranet, by participating in relevant meetings, supporting testing activities, gathering stakeholder feedback and identifying opportunities to enhance usability, content quality and employee experience.

  • Develop and deliver impactful internal communication activities, including campaigns, briefings, announcements and staff engagement initiatives, ensuring they are executed proactively, creatively and effectively to keep employees informed, engaged and connected to the organisation’s objectives, mission and culture.

  • Create compelling online and multimedia content with a strong storytelling approach, ensuring consistency with EIF’s goals, tone of voice and visual identity. Apply creativity and innovation to craft clear, visually engaging and employee-focused narratives that resonate with staff.

  • Explore and apply innovative communication formats and tools, including digital, multimedia and AI-enabled solutions where relevant, to enhance content creation, improve engagement, streamline workflows and support new ways of working within the Internal Communication function.

  • Manage and monitor procurement and budget documentation and processes, in close collaboration with the Head of Unit, ensuring accuracy, reliability, compliance with internal procedures and timely follow-up.

Qualifications

  • University qualification, preferably in Communication, Marketing, Digital Media, Event Management, Public Relations, Business Administration, Journalism, Social Sciences, Humanities, Languages or a relevant field.
  • At least three (3) years of post-graduation (after having obtained your initial university diploma) relevant professional experience, preferably gained in communication, marketing, event management, digital media, employee engagement, change management or other related areas.
  • Excellent knowledge of English, both oral and written with the ability to adapt messages to different audiences, communication channels and organisational contexts. Knowledge of French would be an advantage.
  • Proficiency in Microsoft 365 applications. Experience in using AI tools, such as Copilot, to support communication activities, content creation, process improvement or new ways of working would be considered an advantage. Knowledge of creative software, such as Adobe Creative Suite, Canva, or equivalent tools, would be considered an asset.

  • Knowledge of managing and optimising Content Management Systems (CMS) and digital communication platforms. Experience with intranet management, such as Interact or SharePoint intranet sites, would be considered an advantage, as well as ability to use analytics and engagement metrics to assess content performance.

  • Good understanding of EIB Group and EIF’s mission and activities.

Technical Skills

  • Event and campaign management:Ability to manage integrated events and campaigns from concept to completion, including creative ideation, content development, logistics, stakeholder coordination, and post-event/campaign analysis.
  • Content creation: Ability to collaborate with subject matter experts and leadership to produce clear, accessible content tailored to diverse audiences that effectively communicates the organisation’s news, expertise and thought leadership while maintaining consistent tone of voice.
