Job Description Summary: The PPEU Senior Manager, Governance and Internal Controls, is responsible for overseeing the First Line of Defense operations, governance, and internal control efforts across PPEU. This individual will oversee specific forums and committees within the Bank governance structure and collaborate with the Second Line of Defense to ensure alignment with risk frameworks and protocols. Additionally, the role holder will work with members of the team to manage and execute risk processes, including risk identification, assessment, and control evaluation; management and resolution of issues; Annual Risk and Compliance Plan (ARCP) output and reporting. The role will also require strong awareness and understanding of baseline requirements on Governance from European-level bodies like the European Banking Authority (EBA). The Governance and Entity Management Senior Manager will be required to oversee the Team and foster a high-performing culture within the function.

Additional_Responsibilities_And_Preferred_Qualifications:
The Senior Manager, Governance and Internal Controls will work closely with PPEU, Global colleagues and leadership playing a critical role in ensuring effective governance, risk management, and compliance within PPEU, in line with applicable regulations and guidelines issued by the Commission de Surveillance du Secteur Financier (CSSF), Banque Centrale du Luxembourg (BCL) and European Central Bank (ECB).
Core Governance Processes
Facilitate and manage key PPEU governance forums, including the Operations Compliance and Risk Committee, including developing agendas, coordinating presentations, preparing briefing materials, documenting decisions and action items, and ensuring timely follow-ups and escalations.
Design and execute a robust Reporting Framework for PPEU, enabling the Bank to evidence adherence to regulatory requirements while aligning with corporate goals and objectives.
Oversee the Bank’s documentation processes, including the development, management, and periodic updates of local policies, ensuring clarity and compliance.
Coordinate preparation for and provide responsive support during internal and external audit engagements, including regulatory examinations, internal audits, and reviews from the second line of defense.
Recommend refinements to internal processes to address gaps and ensure compliance with industry regulations and standards in all reporting and operational activities.
Risk Management and Internal Controls
Partner with cross-functional teams to perform and update comprehensive risk assessments, including processes for identifying, documenting, rating, and evaluating controls.
Manage and maintain detailed inventories of risks, controls, products, processes, and capabilities applicable to the Bank, ensuring ongoing accuracy and relevance.
Support annual control testing activities to confirm control effectiveness and compliance with established measures.
Drive the effective resolution of issues, incidents, complaints, and Annual Risk and Compliace Plan remediation efforts to promote operational resilience.
Internal and External Reporting
Coordinate the gathering and consolidation of information to support complete, accurate, high-quality and timely bank-wide reporting outputs, ensuring internal practices align with regulatory expectations.
Prepare comprehensive status reports and presentations tailored for senior leadership and other key stakeholders to provide insight into control framework performance, risks, trends, issues and remediation status, related challenges and next steps.
Identify areas for operational improvement and efficiency gains, and implement initiatives to streamline processes and reduce costs.
Maintain a strong understanding of key risk management principles and PayPal products and services.
Stay abreast of industry trends and best practices in reporting and operations to drive continuous improvement and innovation.
Team Leadership & Management
Build, lead and mentor a high-performing team of professionals, ensuring clear objectives, development plans and performance management
Promote a culture of accountability, continuous improvement and regulatory excellence across the function.
Act as a senior leader in the Operations Team, contributing to broader leadership discussions and cross-functional initiatives.
Minimum Qualifications:
Bachelor’s degree in finance and accounting, economics, law, or a related field.
Minimum of 12+ years of relevant experience in consultancy, payments or banking, with at least 3-5 years in risk management-related roles.
Extensive experience in a regulated European financial institution subject to complex regulations and reporting requirements.
Excellent leadership and team management abilities, with experience in leading diverse teams.
Proven ability to manage cross-functional relationships, influence stakeholders at varying organizational levels, and foster collaboration across technical and business teams.
Strong ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
Strong interpersonal and communication skills, with the ability to present complex information clearly and persuasively.
Technical Skills
Strong understanding of, European banking regulations and ECB supervisory framework.
Strong analytical and problem-solving abilities.
Exceptional communication and stakeholder management skills.
Ability to interpret regulatory requirements and translate them into operational changes.
